Energía y Agua de México (EAM)

A company based both in the U.S. and Mexico, is the promoter of the Sonora Project. Integrating their proprietary technology, Seawater Pumped Storage Hydroelectricity (SPSH), will create a green sustainable battery for energy, combined with a desalination plant to produce clean water. Along with the Sonora Project, EAM is currently developing SPSH projects in Baja Norte and Baja Sur, Mexico.

EAM’s partner engineering firm is AECOM, the No. 1–ranked firm in Green Design, according to Engineering News Record. AECOM prepared a verification study of the concept that evaluated the risks and benefits of integrating SPSH and the desalination plant and found that there are multiple environmental, economic, and engineering benefits to co-localizing and integrating the two proven and cost-effective solutions. AECOM will bring technical excellence to implementation of the Sonora Project.

Jose A. Garcia

Dr. Garcia has 25+ years of experience in project and program development in Mexicali Valley, Mexico. As a retired veterinarian, he has extensive ties to the agriculture, water, and energy sectors in Mexico. Dr. Garcia has long-standing relations with the irrigation and water districts at the local, state, and federal levels in Mexico regarding water matters. A former Deputy Mayor of Mexicali, the capital of Baja California Norte with a population of 1 million, Dr. Garcia has experience managing the city’s real estate assets, labor and services contracts, union negotiations, and payroll for more than 6,000 employees.

Tom DuBose

Mr. DuBose has 30+ years of experience in economic development and industrial recruiting in Imperial County, California, where he previously served as board chair for the Imperial Valley Economic Development Corp, a partnership of private enterprise and local government and Imperial County’s official economic development organization. Mr. DuBose is President of DuBose Design Group, a land planning, permitting, and civil engineering company based in El Centro, California, and founded its predecessor company, Development Design and Engineering, a land development and planning firm with deep experience in solar, hydro, biomass, wind, geothermal energy projects in the Imperial Valley.

Tim Kelley

Mr. Kelley has 30+ years of experience in the utility and power sectors, focused on clean energy technologies, scaling business operations for growth, and energy projects. Mr. Kelley’s areas of expertise include targeting, financial analysis and risk management, project development, deal structuring, and finance in the U.S. as well as international markets. Mr. Kelley has held executive-level positions in finance, operations, and development.
